Community Development and Environment Conservation Forum (CDECF) was established in 1998 AD with the aim of building equitable, just and empowered society through social transformation and mobilizing local resources and capacities. CDECF is registered as non-profit making, non political and non-governmental organization in District Administration Office. It is also affiliated with and registered in Social Welfare Council, NGO Federation Nepal and NGO Coordination Committee in 1998. The organization has its main office in district head quarter Chautara and established project site offices at Bansbari VDC and Sipapokhare VDC as well. From its establishment, CDECF is engaged in organizing communities through right based program activities to ensure self-reliance and achieve sustainable development. CDECF has set a vision of formation of prosperous and equitable society though wise utilization and commercialization of local resources while identification of local resources and mobilization, commercialization, cooperative and sustainable management are its mission for establishing prosperous society. Following these vision and mission, it has already completed fourteen years with experiencing lots of up and down. It is well known fact that at the beginning of establishment of organization when there was no external donor agencies’ support, CDECF was involved in organizing community people through mobilizing local human resources to carry out different programs such as environmental conservation, prevent domestic violence, plantation and sanitation activities. We are hearty indebted with village development committees (VDCs) and District Development Committee (DDC) for supporting to organize these activities.

During inception period of CDECF, it was established by 37 members and started working from 3 VDCs but now CDECF has 70 members and working in 40 VDCs of Sindhupalchowk district that CDECF is delivering the services for 30,000 community people through community organizations. CDECF is intensively involved in building and strengthening its institutional capacity in order to ensure that it could maintain sustainability of program activities. CDECF is continuously advocating for good governance, peace and development to achieve long lasting holistic development of society and nation as a whole. In this connection, CDECF is jointly working with different stakeholders such as government line agencies, local government institutions, donor agencies, I/NGOs, civil societies, community organizations and private sectors to exert collective efforts to achieve result oriented development activities. With completion of its 14 years of establishment, CDECF has become successful to maintain wider networking and coordination mechanisms with different level of stakeholders and development partners. CDECF considers it as an institutional achievement.

CDECF has broaden its program activities to address need and demands of poor communities through establishing linkage, coordination and collaboration with different national, international development organizations and donor agencies.

CDECF was formed with the objective of wise utilization of local resources with enhanced capacity of local people which ensure the livelihood opportunities for poor, deprived and destitute community people of society. From its inception, CDECF has been working on energy, environment, agriculture, natural resources management, drinking water, sanitation and hygiene, human rights, peace and democracy, health and community infrastructure development activities to improve health and socio-economic status of community people especially women and deprived communities by involving them in various development processes through education, capacity building, health, advocacy, empowerment and income generation activities. It has adopted right base approach through social mobilization to uplift socio-economic of community people by promoting service delivery mechanisms and using local technologies to conserve and develop natural resources in order to foster sustainable development. In the process, CDECF has carried out many targeted development activities focused on living condition of women, poor, deprived and disadvantaged communities by improving their basic services through community infrastructure development.


Formation of prosperous and equitable society through wise utilization and commercialization of local resources


Identification of local resources and mobilization through sensitization and empowerment of marginalized, left out and neglected communities like women, illiterate farmers, disadvantaged/underprivileged groups and unemployed youth groups with the concept of cooperative approach and commercialization to ensure sustainable management and prosperous society that entails gradual capacity building process in systematic and scientific way for raising their awareness, skills and confidence build-up towards health and sanitation, education, energy, community infrastructure and environment/natural resource development with active participation that equally ensure income and employment generation and creates self-respect, self-pride, human dignity and self-reliance.


  1. Develop collective approach in identifying, mobilization and commercialization of local resources to improve socio-economic conditions of rural poor.
  2. Conserve natural resources, energy and environment for sustainable livelihoods of the rural communities by improving their skill and knowledge, quality services and income opportunities.
  3. Foster mutual cooperation, coordination and linkage with all development partners for synergetic development efforts.


  1. Effectively and efficiently mobilize local resources for improving socio-economic of rural poor people.
  2. Organize communities for institutional development with self-commitment and self motivation as entities of community credibility for self-participation in individual, family and community development for self-reliance.
  3. Empower communities for social equity and equality in human rights, wise utilization of resources and its fair distribution, active participation of women, youths, and disadvantaged groups in decision making for gender mainstreaming as a result of gradual increase in capacity building process and critical awareness activities.
  4. Provide opportunities to disadvantaged groups and unemployed youths for self employment through micro-finance and entrepreneurship development activities, non formal education learning centers.
  5. Promote and disseminate easily accessible, socio culturally and economically applicable simple technologies for sustainable management of environmental activities, energy, natural resources and agricultural practices.
  6. Increase health standards through primary health care education and raise rate of literacy through non formal child centered education programs.

Strategies for goal achievement:

  1. Community and local resources identification, mobilization, organizational development and management of community level institution such as CBOs, self-help groups (SHGs) and cooperatives etc.
  2. Institutionalization of development process through social transformation, economic promotion and appropriate technologies through community based organizations, cooperatives etc
  3. Participatory program planning, implementation, monitoring and evaluation
  4. Transparency, accountability and community participation
  5. Empowerment for advocacy of human rights, women and child rights, social justice, equal participation and gender balance
  6. Facilitating and promotional role for the intervening NGOs, CBOs, and Users Groups, Saving and Credit Cooperatives.
